ORGANIZATION

La estructura organizativa y de gestión del INiBICA queda representada en el siguiente organigrama:

GOVERNING COUNCIL

The Governing Board is the highest governing, management, and representative body of INiBICA. Its Composition set forth in the First Agreement for the Creation and Development of INiBICA, dated December 2, 2016:

Three representatives from the Regional Ministry of Health, Presidency, and Emergencies (CSPE) of the Regional Government of Andalusia appointed by the head of the Regional Ministry, one of whom must belong to the Andalusian Health Service and another to the FCÁDIZ Board of Trustees.
Three representatives from the Regional Ministry of Universities, Research, and Innovation (CUII) of the Regional Government of Andalusia, appointed by the head of the ministry.
Three representatives from the University of Cádiz UCA) appointed by the Rector, at least one of whom must be the Vice-Rector for Research.

Composition the Governing Council in 2026 (55% women):

CSPE:
- Ms. Áurea Morillo García, Secretary General for Research, Innovation, and Digital Health.
- Mr. José Luis Guijarro , President of FCÁDIZ, the foundation that manages INiBICA.
- Ms. Lourdes García González, Managing Director of the Health Management Area for Jerez, the Northwest Coast, and the Sierra de Cádiz.

CUII:
- D. Daniel Escacena Ortega, Secretario General de Investigación e Innovación.
- Ms. Loreto del Valle Cebada, Director General of Research Planning.
- Mr. José Ángel Aparicio Hormigo, Regional Representative for Cádiz Educational Development and Vocational Training and University Research and Innovation.

UCA:
- Mr. Casimiro Mantell Serrano, Rector.
- Ms. María Jesús Ortega Agüera, Vice-Rector for Research and Transfer.
- Ms. Isabel Benavente Fernández, Vice-Rector for Health Sciences and University Community Well-being.

DELEGATED COMMISSION

The Delegate Commission, as set out in the INiBICA Internal Regulations, is composed of:

A representative from the Regional Ministry of Health, Presidency, and Emergencies (CSPE) of the Regional Government of Andalusia.
A representative from the Department of Universities, Research, and Innovation of the Regional Government of Andalusia.
A representative from the University of Cádiz UCA).

Composition the Executive Committee of the Governing Board in 2026 (33% women):

Mr. Jesús Carrillo Castrillo, Deputy Director of Quality, Research, and Knowledge Management. Department of Health and Consumer Affairs of the Regional Government of Andalusia.
Ms. Loreto del Valle Cebada, Director General of Research Planning. Department of Universities, Research, and Innovation of the Regional Government of Andalusia.
Mr. Félix Ruiz Rodríguez, Director of the Secretariat for Health Promotion in the University Community. University of Cádiz.

EXTERNAL SCIENTIFIC COMMITTEE

INiBICA has an External Scientific Committee, appointed by the Governing Council at the proposal of the Scientific Directorate after consultation with the Scientific Council, which provides advice and independent analysis on the scientific policy and functioning of the Institute.
